Reporting training & firearms records to the Maryland Training Commissions

Overview

Local police and correctional agencies are required by law to report their officers' training and firearms records to the Maryland Police and Correctional Training Commissions (MPCTC) annually. Academies must also report training records at the conclusion of each entry level training course so that new graduates can be promptly certified. These records can be reported either on approved paper scan forms or by computer file. Computer files must be submitted in a format that is accepted by the MPCTC. (The Skills Manager export files use a compatible format.)

The MPCTC use Skills Manager to administer an aggregate database containing professional development records for all police and correctional personnel in Maryland. Skills Manager enables the MPCTC to quickly measure officer compliance with established training and certification standards. More than 125 public safety agencies in Maryland have also selected Skills Manager to administer their personnel development records. Skills Manager offers special features that make reporting by computer file very simple.

For Agencies: Two reports are provided for exporting annual training and firearms records to text files; Export Annual Training and Export Annual Firearms. The resulting text files can be e-mailed to the MPCTC where your records will be imported into the state database.

For Academies: Two reports also provided for exporting entry level training and firearms records to text files; Export Training By Course and Export Firearms By Course. The resulting text files can be e-mailed to the MPCTC where your records will be imported into the state database.

IMPORTANT: For this multi-agency data collection process to work successfully all agencies must adhere to standard data coding schemes established by the MPCTC. Agencies must also use the same version of Skills Manager employed by the MPCTC. This is because different versions of Skills Manager (7.x, 8.x, 9.x, etc.) store data in different formats and data exchange can occur successfully only between instances of Skills Manager at the same version level.

Setting a Destination Folder for your Exported Data

The data you export from Skills Manager is saved in a folder somewhere on your local computer or network. Before  exporting your records, you must tell Skills Manager where this folder is by entering the appropriate file path into the application Setup form. The following instructions will assist you. (This task requires application administrator permissions.)

  • Choose Utilities from the main menu.
  • Choose Setup from the pop-up menu.
  • In the field named Import & Export Folder enter a valid file path to the folder where you want Skills Manager to save your exported data. You can also click the Browse button and navigate to the desired folder. (Skills Manager will create the folder automatically when the export is performed, if necessary).
NOTE: You can e-mail the exported files to the Training Commissions as attachments. This eliminates the need for a disk of any kind and it saves postage as well. Check with the Training Commissions before sending your data via this method. They will provide you with the appropriate e-mail address.

Export Annual Training

This report exports training records to a text file in a format that is accepted by the MPCTC. The report is accessed from the Custom menu.

  • Choose Custom from the main menu.
  • Choose Export Annual Training from the pop-up menu.

Operator Prompts

This report is designed to report on a single agency. When the report is launched, the operator is prompted to enter an Agency # and a Year for extracting the appropriate training records from the database. (If you manage the records for multiple agencies this report must be processed for each agency.)

Employment Qualification

1. Employees must have an employment record associating them (either currently or formerly) with the specified agency. Employees that are not linked to the designated agency will not be exported.

Training Qualification

2. Only training records dated in the year specified by the operator are exported.

 
NOTE: Exported files (named XTrnHst.txt and XTrnMem.txt) are created in the location specified by the Import & Export Folder value specified on your Setup form.

Export Annual Firearms

This report exports firearms qualification records to a text file in a format that is accepted by the MPCTC. The report is accessed from the Custom menu.

  • Choose Custom from the main menu.
  • Choose Export Annual Firearms from the pop-up menu.

Operator Prompts

This report is designed to report on a single agency. When the report is launched, the operator is prompted to enter an Agency # and a Year for extracting the appropriate training firearms from the database.   • Choose Custom from the main menu.
  • Choose Export Training By Course from the pop-up menu.

This report can export records for a single agency or all agencies. When the report is launched, the operator is prompted to enter an Agency #, a Course #, and a Date Range for extracting the appropriate training records from the database.

2. Only firearms records dated in the year specified by the operator are exported.

e-Mailing Exported Files to the MPCTC

You can e-mail the exported file(s) to the Training Commissions as e-mail attachments. This eliminates the need for a disk of any kind and it saves postage as well. Check with the Training Commissions before sending your data via this method. They will provide you with the appropriate e-mail address.

Copying Exported Files to CD (Compact Disc) or DVD (Digital Video Disc)

You can also send the exported file(s) to the Training Commissions on CD-ROM or DVD. If you are unsure how to copy your files to disc, please ask you information technology department for assistance. Check with the Training Commissions before sending your data via this method. They will provide you with the appropriate mailing address.
