Reporting training and firearms records to the Maryland Training Commissions(October 19, 2001) OverviewThe MPCTC (Maryland Police and Correctional Training Commissions) use Skills Manager to manage an aggregate database containing certification, employment, training and firearms records for all police and correctional personnel in Maryland. Skills Manager enables the MPCTC to easily measure officer compliance with established state training and certification standards. More than 120 public safety agencies in Maryland have also adopted Skills Manager to manage their personnel training and development records. All police and correctional agencies are required by law to report their officers' training and firearms records to the MPCTC on an annual basis. Academies must also report training records at the conclusion of each entry level training course so that new graduates can be promptly certified. These records can be reported on either approved paper scan forms or by computer file. Computer files must be submitted in a format acceptable by the MPCTC. Skills Manager provides features that make reporting by computer file both quick and easy. Two reports are provided for exporting annual training and firearms records to ASCII text files; Export Annual Training and Export Annual Firearms. The resulting text files can be sent to the MPCTC where the records are imported into the state database. Two reports are also provided for exporting entry level training and firearms records to ASCII text files; Export Training By Course and Export Firearms By Course. The resulting text files can be sent to the MPCTC where the records are imported into the state database. NOTE: For this multi-agency aggregation of data to work successfully all agencies must adhere to standard data coding schemes established by the MPCTC. Agencies must also use the same version of Skills Manager used by the MPCTC. This is because different versions of Skills Manager (4.x, 5.x, 6.x, 7.x) store data in different formats and data exchange can occur successfully only between instances of Skills Manager at the same version level. Setting a Destination Folder for Exported DataThe data you export from Skills Manager is placed in a folder somewhere on your local computer or on your network. Before you export your records, you will need to determine the name and location of this folder. You must tell Skills Manager where this folder is by entering the appropriate file path into the Setup form. The following instructions will assist you. (A Skills Manager account with system administrator privileges is required to perform this operation.)
Export Annual TrainingThis report exports training records to a text file in a format acceptable by the MPCTC. The report is accessed from the Custom menu.
Operator Prompted for Options This report is designed to report on a single agency. When the report is launched, the operator is prompted to enter an Agency # and a Year for extracting the appropriate training records from the database. (If you manage the records for multiple agencies this report must be processed once for each agency.) Employment Qualification 1. Employees must have an employment record associating them (either currently or formerly) with the specified agency. Training Qualification 2. Only training for the year specified by the operator is exported.
Export Annual FirearmsThis report exports firearms records to a text file in a format acceptable by the MPCTC. The report is accessed from the Custom menu.

Export Trainingby CourseThis report exports training records relating to a specific course to a text file for reporting training to the MPCTC. The report is accessed from the Custom menu.

When the report is launched, the operator is prompted to enter an Agency #, a Course #, and a Date Range for extracting the appropriate training records from the database. Employment Qualification 1. Employees must have an employment record associating them (either currently or formerly) with the specified agency. Training Qualification 2. Only training records containing a date within the range specified by the operator are exported. 3. Only training records matching the course specified by the operator are exported.
ExportFirearms by CourseThis report exports firearms records relating to a specific course to a text file for reporting firearms to the MPCTC. The report is accessed from the Custom menu.

When the report is launched, the operator is prompted to enter an Agency #, a Course #, and a Date Range for extracting the appropriate firearms records from the database. Employment Qualification 1. Employees must have an employment record associating them (either currently or formerly) with the specified agency. Firearms Qualification 2. Only firearms records containing a date within the range specified by the operator are exported. 3. Only firearms records matching the course specified by the operator are exported.
Copying Exported Files to DisketteCopy your exported data onto a separate diskette for each agency and label them accordingly before sending to the Training Commissions.
Copying Exported Files to CD (Compact Disc) or DVD (Digital Video Disc)If your files are too large to fit on a diskette and you wish to copy them to CD-R or DVD-R, you should consult the user manual supplied with your disc writer for details on how to accomplish this or ask your computer services department to assist you.
